He's referencing to virtual memory address space. Which is the only benefit in using 64-bit code. For all processes using less than 4GiB, going 64-bit does not add much (besides perhaps compiler-specific optimizations for updated architectures). For a thing that ran on 486-100Mhz topping at 8-16 Megs of RAM that's unlikely to buy anything.
Are portables 64 bit? I don't know.
